What is the fastest/most effective way to make scars disappear?

My sister has a lot of scars [since my English is not so good, i have to explain so... if I'm not mistaken ';scars'; are when you had scabs, u picked them and then they stayed like a bump or something] other than coca butter we want to know what's the fastest or most effective way
