Dermatologist would be your best answer.
Cheaper way - look into Neutrogena products. They have kits that are affordable and give you a mini facial/ micodermabrasion without going to the dermo. They also have facial scrubs out.
There are no way to lighten freckles except for home remedies that don't really work - they won't give you the result that you want.
I highly disagree with to comment above to go tanning to get rid of frekles - doing that will just have them blend more with your skin - the long term effects could result in even MORE freckles or even moles due to skin damage.
Skin Culture peels work great on acne scars. They won't do much for freckles, but they're a heck of a lot cheaper than microdermabrassion and they yield comparable results.

Try using Benzoyl peroxide.. it is a natural bleaching agent, and if you put it on a qtip and dot it on the dark spots every day.. they will fade. Try using a good makeup that works for me.. Bare Minerals... But specifically the multitasking powder.. it is 18 bucks at sephora or Ultra and those stores should be in a mall or somewhere nearby. Only use the powder on the spots.. It wont wear off all day, and its not caky or anything. Covers ANYTHING.
See a dermatologist they have some new creams and treatments that work pretty good for acne scars. You really need the doctor since these are all prescription treatments. I don't know of any home remedies that work that well other than some Aloe Vera on a daily basis.
combine 3 of these creams 1. Stillmans freckle cream, 2. Archies, and 3. Fair and lovely ... you'll find them in any indian store. Apply it every night before going to bed ... it worked for me ... hopefully it'll work for u 2! Good Luck

I couldn't really find any good ones (sorry :(), but a cream the is rich in vitamin K will be a great choice. Sorry i couldn't be of more assitance. Hope this helps. :)
