How to get rid of ingrown hairs and scars on face?

I am African American and having a hard time with the scarring in particular. I've been told that the scars won't stop forming until I get the hairs to stop growing in.How to get rid of ingrown hairs and scars on face?

Hey, I just want to let you know that there are products out there for people of color. When I was in the Marines I saw this shaving powder- it comes in a can. I can't remember what it was called- it smells weird but it dramatically reduces ingrown hairs. You can find it at any drug store. I think you probably have seen it, but if not you should definitely try it!
